Mayor John Carroll was born and raised in local government on Maryland’s Eastern Shore. Public service was not simply a career choice in his family. It was a way of life.

His father served as a certified police officer for the state of Maryland and spent his career as Chief of Police at the former Upper Shore Community Mental Health Center. His mother worked as a county clerk and finance accountant for Queen Anne’s County, presenting the county’s financial picture to Wall Street bond rating agencies and helping guide responsible budgeting decisions. Around the Carrolls’ kitchen table, conversations centered on fiscal responsibility, public safety, how government could better serve its people and a passion for community service that was not taught. It was lived.

Seventeen years ago, after earning his Bachelor of Arts degree, John moved to Kent County at just 26 years old to build a business and a future. As a serial entrepreneur, he became the co-owner of Village Real Estate in Galena, growing it into a respected local business and earning a reputation for integrity, dedication, and results. In addition to his work in real estate, John is also a part time antiques dealer, a pursuit that reflects his appreciation for history, craftsmanship, and the stories that connect generations. He understands firsthand the risks, responsibilities, and discipline required to run a business and balance a budget.

For the last 14 years, John has served the Town of Galena as Vice Mayor, two terms as Mayor and as a Council Member. During his tenure, he was elected statewide President of the Maryland Municipal League, serving as the voice for all 160 local governments, the incorporated cities and towns across Maryland.

As President, John worked with mayors across the country and with the White House Intergovernmental Affairs Office to address aging infrastructure, rural rail safety, and the nationwide affordable housing crisis. His guiding principle was simple. Leave no community behind.

Rather than advocate from a distance, John visited all 160 local governments across Maryland in 2022 and 2023. He listened. He learned. He connected the dots. He built relationships, shared best practices, and connected communities with resources.

These experiences solidified his beliefs: government performs similar functions everywhere, someone has already faced the challenge you are facing, and collaboration makes us stronger. These beliefs defined John’s leadership in Galena. He left partisanship at the door and focused on results. The room is too small for division. We are here to govern together and make the community better.

And he delivered.

As Mayor, John never raised municipal taxes. He maintained constant yield while running consistent budget surpluses. Through aggressive pursuit of grants, new state and federal programs, strategic designations, and smart technology integration, he improved services while protecting taxpayers.

Today, Kent County faces real challenges. Affordability is driving decisions at the grocery store and at home. Workforce development, housing, infrastructure investment, and preserving the open spaces that define us all requires thoughtful leadership and experience.

John understands that preservation and progress are not opposites. We can protect what makes Kent County special while creating opportunity for the next generation. We can invest in infrastructure with a clear plan and measurable goals. We can grow responsibly and sustainably. We can expand opportunity without sacrificing identity.

John’s advanced knowledge of infrastructure from his years of experience in private business and local government mean that he has what it takes to define these clear paths with care and expertise.

Kent County has tremendous potential that requires vision, coordination, and experienced leadership to turn ideas into action.

For generations, our steady population has shaped our character. Stability is part of our charm. But stability should never mean standing still.
